Lord Blyth asked Her Majesty's Government:

What representations they have received from old vehicle enthusiasts concerning the reported intention of the European Commission to introduce regulations necessitating alterations to the fixtures and fittings of such vehicles; and what steps they intend to take to ensure that inauthentic equipment will not have to be fitted to old vehicles and that no restrictions are placed on the use of such vehicles on the road.

My Lords, the Government have received a number of representations. Reports of the European Commission's intentions have been misleading. The Commission has made no proposal to restrict the use of historic vehicles nor to apply retrospectively the legislation which applies to new vehicles. There is no sign that the Commission has any such plans. My right honourable friend the Secretary of State for Transport is to meet the new EC Commissioner for Transport very soon and will mention the concern which has been expressed to him.
