Lord Jenkins of Putney asked Her Majesty's Government:

Whether it is unlawful for cyclists to ride on the pavement.

Cycling on a footway is illegal, and is an offence under Section 72 of the Highway Act 1835, as amended by Section 85(1) of the Local Government Act 1888. It carries a maximum penalty of £100. Enforcement is a matter for the police.
