The Principal Deputy Chairman of Committees

My Lords, on behalf of my noble friend the Chairman of Committees, I beg to move the first Motion standing in his name on the Order Paper. It may be helpful to the House if I speak at the same time to the second Motion. The relevant Messages have now arrived from another place and earlier this afternoon I made arrangements for copies to be made available in the Printed Paper Office.

Briefly, the Messages indicate that another place has, in the normal way, agreed to suspend proceedings on a number of Private Bills currently under consideration in that House. Those Bills can then be reintroduced next Session and taken formally through all the stages which they have already passed in this Session.

The first Motion on the Order Paper relates to Bills which were introduced into this House. Therefore the Motion makes appropriate provision for the re-introduction of those Bills next Session and their formal passage through this House. The Bills in question are the Port of Tyne Bill, the River Humber (Burcom Outfall) Bill, the Newcastle upon Tyne Town Moor Bill, the Harwich Harbour Bill and the Avon Light Rail Transit Bill. I shall move the Motion in respect of those five Bills only and not in respect of the other two listed on the Order Paper; namely, the London Local Authorities Bill and the London Regional Transport (Penalty Fares) Bill since no Message has been received in respect of those two Bills.

The second Motion on the Order Paper relates to two Bills introduced into another place which have not yet completed their passage through that House. However, a Message has been received in respect of only one of the two Bills on the Order Paper; namely, the London Regional Transport (No. 2) Bill and not in respect of the City of London (Spitalfields Market) Bill. With that explanation, I commend the Motions to your Lordships.

Moved, That the Commons message be now considered, and

That the Promoters of the Bills have leave to suspend any further proceedings thereon in this Session, in order to proceed with the Bills in the next Session of Parliament, notice of their intention to do so having been deposited in the Office of the Clerk of the Parliaments;

That such Bills shall be deposited in the Office of the Clerk of the Parliaments not later than three o'clock on or before the third day on which the House shall sit after the commencement of the next Session of Parliament, with a declaration annexed thereto, signed by the Agent, stating that the Bill is the same in every respect as the Bill at the last stage of the proceedings thereon in this House in the present Session;

That the proceedings on such Bills shall, in the next Session of Parliament, be pro forma only in regard to every stage through which the same shall have passed in the present Session and that no new fees be charged in regard to such stages;

That the Standing Orders by which the proceedings on Bills are regulated shall not apply, in the next Session of Parliament, to such Bills in regard to any of the stages through which the same shall have passed during the present Session.—(The Principal Deputy Chairman of Committees.)
