My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 127. The purpose of the amendment is to clarify the drafting of Clause 123. It will remove any possible doubt that the unreasonable discrimination referred to in the clause means discrimination on the part of the licensing body involved in the reference or application between different applicants for its licences.

It has been pointed out to us that, as drafted, the clause might be interpreted to mean that the tribunal should eradicate distinctions between the way in which different licensors treat their licensees. That was never our intention.
