§ Earl RussellMy Lords, I beg leave to present a Petition from parents, students, governors, head teachers, principals and staff of schools, colleges, youth clubs and other institutions of the Inner London Education Authority. The Petition prays that this House will seek a full review of provision of education in inner London before any alteration is made to the existing unitary arrangements.
