My Lords, I beg to move the Motion standing in my name on the Order Paper.

Standing Order No. 38 provides that on all days except Wednesdays public Bills, measures, affirmative instruments and Select Committee reports have precedence over Motions, whereas on Wednesdays Motions have precedence. Consistent with the Standing Order, it is on Wednesdays that we hold our general debates. As your Lordships will be aware in the later part of the Session it is usual for the Government to table legislative business on Wednesdays so that that business has precedence over Motions where this may be necessary. Therefore it is necessary to suspend the relevant provisions of Standing Order No. 38. That is why I bring the Motion forward. I beg to move.

Moved, That Standing Order No. 38 (Arrangement of the Order Paper) be suspended until the Summer Recess so far as is necessary to give Her Majesty's Government power to arrange the order of business.—(Lord Belstead.)
