My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That the following amendments be made to the Standing Orders regulating Judicial Business:—

Standing Order VI

Leave out paragraphs (1) to (3) and insert:—

("(1) ORDERED, that in all Appeals the Appellants do give security for costs by paying into the House of Lords Security Fund Account within one week of the presentation of the Appeal such sum as shall be authorised from time to time by the House, to be subject to the Order of the House with regard to the costs of the Appeal.

On default by the Appellants in complying with the above conditions, the Appeal to stand dismissed.").

Standing Order X

Leave out the words after ("applied") and insert:—

("for legal aid and the application has not been determined before the expiration of the periods of time limited by Standing Orders I, II and III, such periods of time shall be extended until one month after the date of the final refusal of the application or the issue of a Certificate.").
