My Lords, I beg to present a petition from the residents of Newham which prays that this House will amend Part IV of the Housing Bill so than more than 50 per cent. of those eligible to vote have to be in favour of the proposition to choose a new landlord for it to proceed, and that the vote be conducted by an independent body and by secret ballot.
