My Lords, it may be for the convenience of the House if I say a word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Underhill, to which your Lordships have agreed to apply a live-hour time limit. The number of speakers is such that it is not necessary to apply a formal time limit, but I know that the House will appreciate it if noble Lords speaking in the body of the debate keep within the 15 minutes recommended by the Procedure Committee as a maximum and accepted as such by the House.
