My Lords, it may be for the convenience of the House if I say a word about this afternoon's Second Reading debate.

While, of course, no time limits apply to Second Readings of Bills, your Lordships may wish to know that if every speaker in the body of the debate were to speak for the full 15 minutes recommended as a maximum by the Procedure Committee, the House would sit today until 3.45 a.m.
