My Lords, I beg to move the Motion standing on the Order Paper in the name of my noble friend Lord Caithness.

My Lords, although I cast no criticism on anybody at this stage, perhaps I may tell the Minister that the first time we on these Benches saw this suggested grouping was literally about 10 minutes ago. Will he therefore take it for granted that in allowing the Motion to pass we must reserve our right to look at the proposed grouping to see whether it is suitable?
