The amendments before the House are of a technical nature and raise no new issues of substance or policy. They were passed without opposition in another place. I would not propose to detain your Lordships by giving a detailed explanation of each one. I should be happy to provide such explanation as any noble Lord may require.
There is a printing error in Amendment No. 18. The word "instruction" should read "instructing". I beg to move.
