14 Clause 7, page 7, line 37, after "apply", insert "to ships of less than 20 metres in length or".

15 Page 7, line 41, leave out "vessels" and insert "ships".

My Lords, with the leave of the House, I beg to move that the House do agree with the Commons in their Amendments Nos. 14 and 15 en bloc. An amendment along these lines was put forward by the noble Lord, Lord Greenway, during the passage of the Bill through this House and was supported by my noble friend Lord Mottistone. At that time I could not accept it but on further reconsideration we have been able to find it acceptable. I beg to move.
