My Lords, with the leave of the House, I beg to move that the House do agree with the Commons in their Amendments Nos. 7, 8 and 9 en bloc.

Amendments Nos. 8 and 9 help to clarify the provisions associated with the right that pilots will have to insist on an offer of direct employment from the relevant CHA. They make it clear that, where pilots have released a CHA from the obligation to offer employment, the CHA will have the full range of options to choose from, including self-employment, direct employment or agency arrangements which might involve either. Amendment No. 7 makes it clear that where pilots are already directly employed by the harbour authority in its role as pilotage authority, as in the Orkneys and Shetlands, the authority is not obliged to make a fresh offer of employment or to upset existing arrangements. I beg to move.
