My Lords, I beg to move the Motion standing in my name on the Order Paper.

This is a hybrid order. There was one petition against it and so it went before the Hybrid Instruments Committee which considered very carefully whether it should be referred to a Select Committee. We considered detailed representations in writing and we also had the benefit of hearing the agents for both sides. As the report makes clear, we came to the conclusion that the petitioners had substantial grounds for complaint and they had not failed to avail themselves of opportunities to have the matter properly inquired into. In those circumstances the Hybrid Instruments Committee recommends that the order should be referred to a Select Committee so that the matters complained of in the petition may be investigated. I beg to move.

Moved, That the First Report from the Hybrid Instruments Committee be agreed to and that the Cardiff Bay Development Corporation (Area and Constitution) Order 1987 be referred to a Select Committee.—(The Chairman of Committees.)
