The Minister of State, Scottish Office (Lord Glenarthur) rose to move, That the Bill be recommitted to a Committee of the Whole House in respect of Clauses 48 to 51; and that Standing Order 44 (No two stages of a bill to be taken on one day) be dispensed with to enable the remaining stages of the Bill to be taken on the same day as the Committee (on recommitment).

The noble Lord said: My Lords, I beg to move the Motion standing in my name on the Order Paper.

Your Lordships will recall that on Tuesday last I explained to the House that at the request of the noble Lord, Lord Morton of Shuna, certain amendments to the Bill relating to serious fraud would be recommitted to a Committee of the Whole House on Thursday, 26th February. The Motion standing in my name enables this to be done. It also enables us then to proceed to receiving the Report in respect of those clauses and to take the Third Reading of the whole Bill as had originally been intended. I beg to move.
