The Bill represents an important and far-reaching measure of law reform. The groundwork for it was laid by the work of the Scottish Law Commission, but I should like to pay particular tribute to the noble Lord, Lord Morton of Shuna, for his amendments. They have stimulated the scrutiny of the provisions of the Bill as introduced and have resulted in the further improvement of it during its passage through your Lordships' House.
If I may, I should like also to thank him for the courteous manner in which he has dealt with our exchanges during the various stages of the Bill. That has contributed to the Bill's progress through this House with a degree of smoothness and sweetness which commended itself, I recollect, to the noble and learned Lord, Lord Elwyn-Jones, at an earlier stage. I commend the Bill to your Lordships.
