§ Lord GlenarthurMy Lords, with the leave of the House, I beg to move that the House do agree with the Commons in their Amendments Nos. 27 to 30 en bloc. These amendments are intended to ensure that a district board—and for the Tweed, the River Tweed Council—has to consent to any proposed exemption under Clause 24 before the Secretary of State agrees it. As drafted at present, only affected proprietors have to give consent.
