My Lords, I beg to move the second Motion standing in my name on the Order Paper.

This second Motion sets up a new Select Committee which will exercise the powers of the House in relation to both sound broadcasting and television. As I said on Monday in response to representations, I am sure that in selecting the membership of this committee the Committee of Selection will have in mind the need for a balance of opinion on the proposed committee on the question of television. I beg to move.

Moved, That it is desirable that a Select Committee be appointed to exercise the powers of the House in relation to sound broadcasting pursuant to the resolution of 28th June 1977 and to television pursuant to the resolution of this day and that the resolution of 14th February 1978 establishing a Select Committee on Sound Broadcasting be discharged.—(Viscount Whitelaw.)
