My Lords, it is usual at this point to say a word about the arrangements for this afternoon's two short debates. The number of speakers for the two debates this afternoon in the names of the noble Lords, Lord Jenkins of Putney and Lord Molloy, is such that it is not necessary to propose any formal time limit, but I am sure that noble Lords will enter into the spirit of these short debates by keeping their speeches within the 15-minute limit which applies to the mover of the Motion.
