§ The Lord Chancellor (Lord Hailsham of Saint Marylebone)My Lords, I beg to introduce a Bill to amend the law about limitation of actions in relation to actions for damages for negligence not involving personal injuries; and to provide for a person taking an interest in property to have, in certain circumstances, a cause of action in respect of negligent damage to the property occurring before he takes that interest. I beg to move that the Bill be now read a first time.
