My Lords, at a convenient moment after 3.30 this afternoon my noble friend Lord Lucas of Chilworth will, with the leave of the House, repeat a Statement that is to be made in another place on BL. That will be followed by my noble friend Lord Elton who, again with the leave of the House, will repeat a Statement on the rate support grant 1986–87: grants recycling.

Also with the leave of the House, I should like to say a word about the two short debates standing in the names of the noble Lords, Lord Allen of Abbeydale and Lord Annan. As the mover is customarily allowed approximately 15 minutes and the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, in the case of the short debate in the name of the noble Lord, Lord Allen of Abbeydale, all other speeches should be limited to a maximum of eight minutes, and in the case of the short debate standing in the name of the noble Lord, Lord Annan, 10 minutes. If any noble Lord should speak at greater length he would be doing so at the expense of subsequent speakers in that debate.

Forward to
