§ The Earl of LauderdaleMy Lords, I beg to move that this Bill do now pass. Before we leave this matter, it would be churlish not to congratulate the promoter of this Bill in another place, the Member for Banff and Buchan, Mr. Albert McQuarrie, for his ingenuity and resourcefulness in bringing it forward. His was the first work in drafting; he pursued it through, and one would hope that such a useful Bill, which after all carries the mantle, as he himself does, of the noble Lord, Lord Boothby, will be remembered as the McQuarrie Bill. I beg to move.
