My Lords, with the leave of the House, I should like, as usual, to say a word about the two short debates this afternoon standing in the names of my noble friend Lord Campbell of Alloway and the noble Lord, Lord Jacques. It is customary in short debates that the mover is allowed approximately 15 minutes, that the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate and that I should advise the House as to the maximum time that should be applied to each other speech so as to avoid the risk of depriving others. That is not really necessary in either debate this afternoon, as such maximum would be 14 minutes in each case, and I know that the House would appreciate it if speeches were kept to a brevity in keeping with the spirit of these short debates.
