My Lords, I beg to introduce a Bill to amend the law relating to houses in multiple occupation by imposing a duty on local housing authorities to enforce certain standards; and to enable individuals to initiate proceedings in cases where the standards are not enforced. My Lords, I beg to move that this Bill be now read a first time.
