My Lords, I beg to introduce a Bill to amend the Patents Act 1977 to exclude the pharmaceutical use of products from the acts authorised by licences available as of right by virtue of paragraph 4(2) (c) of Schedule 1 to that Act and as to the time when application may be made to settle the terms of such a licence.

I beg to move that this Bill be now read a first time.
