My Lords, I beg to move that this House do agree with the Commons in their Amendment No. 8. This places a general duty on the council to ensure that licensed conveyancers provide economical and efficient services, and reflects the concern of the Government that the council should not act unduly restrictively in making its rules, although it remains essential that the rules should ensure adequate consumer protection. I beg to move.

Perhaps as a matter of procedure I ought to mention that there is as an amendment to this amendment Amendment No. 8A, and I will first put the Question and then call on Amendment No. 8A from the Woolsack.
