My Lords, at a convenient moment after 3.30 p.m. my noble friend Lady Cox will, with the leave of the House, repeat a Statement to be made in another place on the higher education Green Paper. It may be for the convenience of the House if I announce that the Committee stage of the Local Government Bill will be adjourned at approximately 7.30 p.m. for a short period. During the adjournment, the Second Readings of the Rent (Amendment) Bill and the Motor Cycle Crash-Helmets (Restriction of Liability) Bill will be taken. If your Lordships agree to the business Motion that is about to be moved by my noble friend the Leader of the House, the remaining stages of the Rent (Amendment) Bill will also be taken.
