My Lords, may I intervene briefly? We from these Benches have taken very little part in this Bill, but I know that the noble Lord, Lord Blake, understands that he has every support from this area on an important Bill. I merely want to go on the record as saying that. It is an important day for this House to have passed a Bill on proportional representation in local government.
