My Lords, I beg to move that the Third Report from the House of Lords Offices Select Committee be agreed to.

The report read as follows:

1. Accommodation

A report from the Administration Sub-Committee was received.

The Committee noted with approval the arrangements that were proposed for the allocation of additional accommodation at No. 1 The Abbey Garden and authorised the appointment of an additional attendant and two watchmen for the new offices.

2. Refreshment Department

A report from the Sub-Committee was received.

The Committee authorised the permanent appointment of an extra cook and waitress/waiter and approved a statement of Accounts for the Financial year 1984–85.

3. Security

The Committee were informed of recommendations to improve security and for an increase in the complement of the Security force and approved, in principle, provision to meet a share of the consequential additional costs.

4. Staff of the House

A report from the Sub-Committee was received.

The Committee approved an extension of service for the Staff Inspector and authorised a revised salary scale for the Yeoman Usher of the Black Rod and the employment of temporary secretarial assistance for the Curator of Works of Art.

5. Insurance for Lords

The Committee authorised payment of a revised personal accident insurance premium covering Lords on parliamentary duty.

6. Parliament Office

The Committee were informed of the appointment of Mr. L. F. Rutterford as temporary Committee Clerk and authorised an ex gratia payment to a Clerical Officer for performing extra duties.

7. Hansard Reporting Staff

The Committee authorised payment of revised late night attendance fees for permanent staff, increased charges for agency typists and the recruitment of up to six permanent specialist typists.

8. Revised Scales of Pay

The Committee confirmed the application of the undermentioned Civil Service memoranda to staff of the House of Lords and authorised revised scales of pay for Attendants:

9. Parliamentary Delegations

The Committee approved payment of an enhanced rate of subsistence to Lords' delegates attending the North Atlantic Alliance meeting in San Francisco in October 1985.

10. Superannuation

The Committee were notified of the following awards:—

  1. (a) Revised pension and lump sum to Mr. D. A. Dumbreck, O.B.E., Editor of Debates who retired on 1st April 1985.
  2. (b) Revised pension and lump sum to Mr. A. J. Phelps, C.B., Senior Clerk who retired on 6th April 1985.
  3. (c) Pension and lump sum to Mr. T. Taylor, M.V.O., M.B.E., Doorkeeper (Red Coat) who retires on 1st September 1985.
  4. (d) Preserved pension and lump sum to Mrs. C. Beddow (née Robinson) Assistant Manageress, Refreshment Dept., who resigned on 12th April 1985.
  5. (e) Preserved pension and lump sum to Mr. A. G. J. Horner, Doorkeeper who resigned on 23rd October 1984.
  6. (f) Preserved pension and lump sum to Miss J. L. Shepherd, Senior Personal Secretary who resigned on 19th October 1984.
  7. (g) Revised preserved pension and lump sum to Mr. P. C. Neary, Attendant who resigned on 13th July 1984.
  8. (h) Preserved pension and lump sum to Mr. D. G. Rooks, Attendant who resigned on 31st August 1984.
  9. (i) Revised widow's pension and lump sum benefit to Mrs. J. Healey, valid nominee of A. J. Healey, former Senior Attendant, who died on 25th December 1984.
  10. (j) Revised widow's pension and lump sum benefit to Mrs. J. P. Codling, valid nominee of R. H. Codling, former Attendant, who died on 3rd March 1985.
  11. (k) Short service payment to Miss S. Waddington, Personal Secretary who resigned on 28th June 1985.
  12. (l) Short service payment to Miss B. G. Lisle, Housemaid, who resigned on 21st June 1985.
