My Lords, it was agreed through the usual channels that the Lord Chancellor's Salary Order should be taken during the dinner hour this evening. Since then the noble Lord, Lord Barnett, has tabled an amendment and almost 20 of your Lordships have indicated a wish to speak. If we were to complete the business within an hour noble Lords speaking in the debate would have to limit themselves to an average of about three minutes each. I realise that this would be an unrealistic limit, but I am sure that it would be the wish of the House that we should conclude this debate as quickly as possible. I would therefore ask noble Lords who are taking part to try to speak as briefly as possible.
