My Lords, I beg to move that this House do agree with the Commons in their Amendments Nos. 37 and 38. The purpose of these two amendments is to provide for a necessary strengthening of the provisions relating to powers of entry for enforcement officers. They have been requested particularly by the Health and Safety Executive, who were concerned that the original wording would not allow them to enter land or premises after a pesticide had been used in order, for example, to investigate a complaint, test machinery or inspect records. The Government were concerned that they should have power to do so and have, therefore, put forward these amendments.
