56 In the Title, line 4, leave out ("release") and insert ("an escape".)

These amendments are intended to put beyond all doubt that the powers in Part I of the Bill can be used in circumstances where substances have escaped accidentally. Amendments Nos. 1 to 4 and Amendment No. 12 replace all references to "release" in Clauses 1 and 4; and "escape" is defined as including the release or expulsion of substances, whether by human agency or by any other cause.

Amendments Nos. 40 and 56 are consequential amendments to the list of definitions in Clause 22 and the Title, respectively. I beg to move Amendments Nos. 1 to 4.
