46 Clause 23, page 27, line 6, after ("them") insert (", other than the reference in section (Enforcement of Conventions) (1) above,")

This is a new clause. Commons Amendment No. 24 enables Ministers to make orders putting into effect any co-operative procedure between contracting parties to the conventions for enforcement of those conventions on the high seas. It reintroduces such provisions which were in Section 6 of the Dumping At Sea Act but were originally omitted from the Bill because no such arrangement had been, or seemed to be likely to be, made. However, concern was expressed in another place about the effect of this deletion, and the Government accept that there is no harm in retaining the powers.
