Lord Belstead moved Amendment No. 42:

Page 14, line 30, at end insert— ("(3A) The Ministers may by order made by statutory instrument jointly establish a committee to give them advice when consulted in accordance with subsection (3C) below, and Schedule [The Advisory Committee] shall have effect with respect to it. (3B) A statutory instrument containing an order under this section shall be subject to annulment in pursuance of a resolution of either House of Parliament. (3C) The Ministers shall consult the Committee—

  1. (a) as to any regulations which they contemplate making;
  2. (b) as to approvals which they contemplate giving, revoking or suspending; and
  3. (c) as to conditions to which they contemplate making approvals subject.").
