§ The Minister of State, Home Office (Lord Elton)My Lords, with the leave of the House, I shall make a short personal Statement. In the course of my reply to the debate last Thursday on the Prevention of Terrorism (Temporary Provisions) Act 1984 (Continuance) Order 1985 I said that the timing of the publication of the annual report of the Standing Advisory Commission on Human Rights for Northern Ireland was decided by the commission itself and not by the Government. The precise timing of publication is, however, a matter for the Secretary of State for Northern Ireland as Section 20 of the Northern Ireland Constitution Act 1973 requires him to lay the commission's annual report before each House. I very much regret that I was not aware of this at the time that I spoke. I apologise unreservedly for misleading the House as a result.
