My Lords, I beg to move that the Education and Libraries (Northern Ireland) Order 1985, be approved.

The order consolidates the Education and Libraries (Northern Ireland) Order 1972 and the subsequent amending provisions, the principles of which are contained in the Education (Northern Ireland) Orders of 1976, 1978, 1980 and 1984. The order before us today consolidates all the measures contained in those four orders and also those contained in the original order of 1972. It was considered by the Joint Committee on Consolidation Bills on 4th December this year. Your Lordships will be interested to know that the Committee was satisfied that the order is a purely consolidating measure. Therefore, they were satisfied that it makes no changes of substance to the existing law but it brings it together in one order In that spirit, I commend the order.

My Lords, as the order is a consolidation measure, this is not the opportune time to raise substantive points relating to the subject. Therefore, we are pleased to approve the order.
