My Lords, at a convenient moment after 3.30 this afternoon my noble friend Lord Elton will, with the leave of the House, repeat a Statement that is to be made in another place on rate support grant.

It is usual at this point to say a word about the arrangements for this afternoon's two Short Debates. The number of speakers for the two debates this afternoon in the names of the noble Lords, Lord Stewart of Fulham and Lord Walston, is such that it is not necessary to propose any formal time limit. But I know that the House will appreciate it if noble Lords will keep their speeches to a reasonable length, having regard to the 15 minutes that is customary for the initiator of a debate.
