My Lords, I beg to move that the Second Report from the Select Committee be agreed to.

The report was as follows:

1. Staff of the House A report from the Sub-Committee was received. The Committee were informed that reviews of the work of the Hansard editors and reporters and of the doorkeepers and attendants had been concluded. The Committee agree the Sub-Committee's recommendations for a restructuring within the grades and authorised revised rates of pay.

2. Library A report from the Sub-Committee for the year 1984 was laid before the Committee.

3. Refreshment Department A report from the Sub-Committee was received. The Committee agreed to the Sub-Committee's recommendation that the Hotel and Catering Workers' Union be granted representative capacity for members of the Union employed in the House of Lords Refreshment Department and approved the terms of a recognition agreement.

4. Insurance for Lords The Committee approved an increase in the personal accident insurance cover for Lords whilst on Parliamentary duty.

5. Speakers' Conferences The Committee authorised provision for the reimbursement of additional costs incurred when the wife of a Lord Chancellor, or his representative as Speaker, accompanies her husband on official duties.

6. Parliamentary Delegations The Committee approved a change in the conditions relating to the costs of travel by members of U.K. Delegations to European Assemblies and authorised a revised daily rate of subsistence.

7. Parliament Office The Committee were informed that Mr. B. P. Keith had been promoted to Chief Clerk, Committee Office and that Mr. E. J. J. Wells had been appointed Clerk to fill the vacancy resulting from the retirement of Mr. E. D. Graham, C.B.

8. Hansard Reporting Staff The Clerk of the Parliaments informed the Committee of the following changes in the Editorial staff on the retirement of Mr. D. A. Dumbreck, O.B.E., the Editor of Debates, on 1st April 1984:—

The Committee expressed their appreciation of Mr. Dumbreck's long and valuable service to the House. The Committee also authorised the payment of revised attendance fees and charges for temporary reporters and agency typists.

9. Revised Scales of Pay The Committee confirmed the application of the following Civil Service memoranda to applicable staff of the House of Lords:—

CM/674 Revised rates of pay for certain Clerical Executive grades
CM/676
GM/336 Fees for Academic Consultants.

10. Official Shorthand Writer The Committee authorised the restructuring of the scale of fees paid to the Official Shorthand Writer and provision for a share of the cost of word processor training expenses.

11. Superannuation The Committee were notified of the following awards made under the House of Lords Staff Pension Scheme:—

  1. (a) Pension and lump sum to Sir David House, G.C.B., K.C.V.O., C.B.E., M.C., Gentleman Usher of the Black Rod, who retired on 14th January 1985.
  2. (b) Pension and lump sum to Mr. E. D. Graham, C.B., Principal Clerk, who retired on 1st January 1985.
  3. (c) Pension and lump sum to Mr. D. A. Dumbreck, O.B.E., Editor of Debates, who retires on 1st April 1985.
  4. (d) Pension and lump sum to Mr. A. J. Phelps, C.B., Committee Clerk, who retires on 6th April 1985.
  5. (e) Pension and lump sum to Mr. F. W. Guy, Clerical Officer, who retired on grounds of ill-health on 1st January 1985.
  6. (f) Widow's Pension and lump sum death benefit to Mrs. J. Healey, valid nominee of A. J. Healey, former Senior Attendant, who died on 25th December 1984.
  7. (g) Widow's Pension and lump sum death benefit to Mrs. J. P. Codling, valid nominee of R. H. Codling, former Attendant, who died on 3rd March 1985.
  8. (h) Pension and lump sum to Mrs. S. E. Austin, Housemaid, who retired on 3rd February 1985.
  9. (i) Revised Pension and lump sum to Mrs. L. Hall, B.E.M., Housemaid, who retired after re-employed service in 13th January 1985.
  10. (j) Preserved pension and lump sum to Miss V. J. Charrington, Personal Secretary, who resigned on 21st September 1984.
  11. (k) Preserved pension and lump sum to Mr. P. C. Neary, Attendant, who resigned on 13th July 1984.

  13. (l) Preserved pension and lump sum to Mrs. D. L. Stokes, Housemaid, who resigned on 7th September 1984.
  14. (m) Preserved pension and lump sum to Mrs. N. E. Diflley, Shorthand typist, who resigned on 22nd February 1985.
  15. (n) Short service payment to Miss C. J. Brace, Personal Secretary, who resigned on 20th March 1985.
  16. (o) Short service payment to Mrs. S. M. King, Cashier, who resigned on 30th November 1984.
  17. (p) Short service payment to Miss E. Titmarsh, Clerical Officer, who resigned on 1st February 1985.
  18. (q) Short service payment to Miss J. V. Davey, Housemaid, who resigned on 11th January 1985.
  19. (r) Short service payment to Miss J. M. Cowan, Housemaid, who resigned on 15th February 1985.
  20. (s) Short service payment to Mrs. P. M. Manson, Housemaid, who resigned on 2nd March 1985.
  21. (t) Notional Transfer Value in respect of Mr. D. R. Beamish, Senior Clerk, who was seconded to the Treasury on 1st April 1983.
  22. (u) Notional Transfer Value in respect of Miss M. B. E. Babington, Reporter, who transferred to the House of Commons on 3rd December 1984.
