§ The Lord Chancellor (Lord Hailsham of Saint Marylebone)My Lords, I rise to move that this Bill be now read a second time. It is a straightforward consolidation Bill. It seeks to consolidate provisions from Schedule 4 to the Health and Social Services and Social Security Adjudications Act 1983, the Nursing Homes Act 1975, and certain related provisions. In order to produce a satisfactory consolidation it is necessary to make a number of recommendations, which are set out in the Law Commission Report on the Bill laid before the House on 13th December 1983. If your Lordships do give this Bill a Second Reading it will be referred in the usual way to the Joint Committee. I beg to move.
