§ The Lord President of the Council (Viscount Whitelaw)My Lords, I deeply regret to have to inform your Lordships that the noble Lord, Lord Byers, collapsed in his room at the House this afternoon. He was immediately taken to Westminster Hospital but was found to be dead on arrival. The House will have the opportunity to pay tributes to the noble Lord at the beginning of business tomorrow.
