My Lords, I beg to move that the Fourth Report from the Select Committee be agreed to.

The report read as follows:

ORDERED TO REPORT

The Committee have met and been attended by the Clerk of the Parliaments and the Gentleman Usher of the Black Rod.

1. Judicial Sittings

The Committee noted with approval a decision of the Administration Sub-Committee that Judicial Sittings should as a general rule be held in the afternoon at 2 p.m. instead of in the morning.

2. Refreshment Department

A Report from the Sub-Committee was received.

A statement of Account for the Financial year 1983–84 was laid before the Committee and approved.

3. Computer Developments

A Report from the Computer Sub-Committee on the arrangements for replacing the computer system in the House of Lords Library was received. The Committee authorised provision for the cost of installing associated additional telephone equipment.

4. Staff-of the House

A Report from the Sub-Committee was received.

The Committee were informed of the temporary appointment of Mr. J. Parker as additional Staff Inspector and approved the rate of pay for the post.

The Committee also authorised temporary pay supplements for the Editor and Assistant Editor of Debates.

5. Parliament Office and Library

The Clerk of the Parliaments informed the Committee that he had appointed Mr. C. Preece as Assistant Accountant in the place of Mr. R. A. Devin and Mr. P. M. Byrne to the new post of third Sub-Editor of Debates.

The Committee approved the creation of a temporary additional post of Assistant Librarian and authorised payment of a responsibility allowance to a Higher Executive Officer.

6. Internal Audit

The Committee were informed of the appointment of Miss C. D. Stone as Internal Auditor to the Houses of Parliament and approved provision for a share of the cost of the post.

7. Revised Scales of Par

The Committee confirmed the application of Code Memorandum CM/647 dated 12th June 1984—Pay of the Senior Open Structure of the Civil Service—to senior Officers of the House of Lords.

8. Law Lords Opinions

The Committee approved a scale of charges for providing copies of the opinions of Lords of Appeal.

9. Uniform Allowances

The Committee approved a revision of the allowances paid to Clerks at the Table, the Gentleman Usher of the Black Rod and Yeoman Usher, for the provision of items of Court Dress and of the uniform allowances paid to Doorkeepers.

10. Commonwealth Association of Hansard Editors

The Committee authorised payment of the cost of expenses incurred by the Editor of the House of Lords' Official Report when attending meetings of the Association.

11. Superannuation

The Committee authorised the payment of a revised Pension and Lump Sum to Lord Henderson of Brompton, K.C.B., formerly Clerk of the Parliaments, who retired on 27th July 1983.

The Committee were notified of the following awards made under the House of Lords Staff Pension Scheme:—

  1. (a) Compensation payments, Preserved Pension and Lump Sum to Mr. R. A. Devin, Assistant Accountant, on his retirement from 1st September 1984.
  2. (b) Pension and Lump Sum to Mr. A. F. Fryers, M.B.E., Higher Executive Officer, who retires on 31st July 1984.
  3. (c) Short Service payment to Mrs. G. E. Armour, Personal Secretary, who resigned on the 29th June 1984.
  4. (d) Short Service payment to Mrs. S. Cooper, Personal Secretary, who resigned on the 27th April 1984.
  5. (e) Short Service payment to Mrs. D. A. Russell, Plate Room Assistant, who retired through ill-health on the 7th July 1984.
  6. (f) Supplementary Death Benefit to personal representative of Mrs. C. Mason, former Housemaid, who died on the 16th May 1984.
