My Lords, I beg to move that the Bill do now pass. In doing so, I express my grateful thanks to noble Lords who have supported the Bill: Lord Beaumont of Whitley, the noble and learned Lord, Lord Simon of Glaisdale, my noble friend Lord Graham of Edmonton and also the noble Lord, Lord Lloyd of Kilgerran, who referred to it as my window-box Bill, a point that I much appreciate. My thanks are also extended to Mr. Tom Hume, secretary of the London Society of Recreational Gardeners, together with Garden News for their full support. I am particularly grateful to the noble Lord. Lord Skelmersdale, for his constructive criticisms of the Bill which I have taken into account and thus improved the Bill considerably.

Now this Bill passes into the uncertain and dangerous waters of another place. However, hope rises eternal. This Bill is needed by those who get down to earth and cultivate the soil getting healthy recreation and peace of mind in the process. I beg to move.
