My Lords, I beg to move that the Second Report from the Select Committee on House of Lords Offices be agreed to.

Moved, that the Second Report from the Select Committee be agreed to.—(Lord Aberdare.)

The Report read as follows:

1.Photograph of the House in Session

The Committee considered further photographs of the House in session for permanent display.

2.Staff of the House

A report from the Sub-Committee was received.

3.Refreshment Department

A report from the Sub-Committee was received.

The Committee authorised the appointment of an additional Assistant Manager, a Deputy Chef and an extra waitress.

The Committee sanctioned the application of Industrial Memorandum number IM/14—Reduction in conditioned hours—to staff of the Refreshment Department.

4.Internal Audit

The Committee agreed to the introduction of an internal audit system to the House of Lords.

5.Hansard Reporting Staff

The Clerk of the Parliaments informed the Committee of the following changes in the Editorial staff on the retirement of Mr. C. R. Stanton, OBE, the Editor of Debates on 24th March 1983:—

The Committee expressed their warm appreciation of Mr. Stanton's long and valuable service to the House.

6.Parliament Office

The Committee were informed of the appointment of Mr. J. I. Stoodley as Legal Assistant and authorised the creation of a new post of Personal Secretary for the European Office.

7.London Weighting

The Committee authorise the payment of London Weighting allowance to staff provided with official residences.

8.Parliamentary Delegations

The Committee approved provision for the payment of revised subsistence allowances.

9.House of Lords' Judicial Fees

The Committee approved the following revision in the judicial taxing fee:—

On Bills taxed on or after 1st April 1983 where the amount allowed does not exceed £500, a flat rate of £25 be charged. On Bills, taxed on or after 1st April 1983, where the amount allowed exceeds £500, for every £1 or fraction of 1 an amount of 5p be charged.

10.Superannuation

The Committee were notified of the following awards:—

  1. (i) Pension and lump sum to C. R. Stanton, OBE, Editor of Debates on retirement from 24th March 1983.
  2. (ii) Pension and lump sum to H. J. B. Rice, Temporary Senior Clerk, on retirement from 1st January 1983
  3. (iii) Preserved pension and lump sum to Mrs. E. A. Webb. Assistant Examiner of Acts, who resigned on 30th November 1982
  4. (iv) Pension and lump sum to Mrs. B. McCullagh, Housemaid, who formally retires on 1st April 1983
  5. (v) Short service payment to Miss M. R. Dean, Legal Assistant, who resigned on 31st December 1982
  6. (vi) Short service payment to Miss P. J. Stockley, Personal Secretary, who resigned on 25th February 1983
  7. (vii) Revised pension and lump sum to Sir Charles Sopwith, Second Counsel to Chairman of Committees, who retired on 1st June 1982
  8. (viii) Revised pension and lump sum to T. G. Talbot, CB, QC, Assistant Counsel, who retired on 1st October 1982
  9. (ix) Revised pension and lump sum to A. H. Town, Personal Assistant to Lords of Appeal, who retired on 1st November 1982
  10. (x) Revised pension and lump sum to Mrs. A. Bellchambers, Housemaid/Cleaner who retired on 27th July 1982
  11. (xi) Revised pension and lump sum to Mrs. J. Williams, Housemaid, who formally retired on 3rd September 1982
  12. (xii) Revised pension and lump sum to Mrs. J. L. Saxton, Housemaid, who formally retired on 15th April 1982
  13. (xiii) Revised pension and lump sum to Mrs. H. Chester, Clerical Officer/Cashier who retired on 1st May 1982.
