My Lords, I rise to move that this Bill be now read a second time. It is a strict consolidation Bill; it brings together in one enactment the provisions of the Litter Acts 1958 and 1971, which provide penalties for the dropping of litter; Section 24 of the Control of Pollution Act 1974, which provides for grants to be made for publicity campaigns discouraging litter and for other measures to combat the proliferation of litter; Section 51 of the Public Health Act 1961, which provides for authorities in England and Wales to provide and maintain litter bins, and the corresponding Scottish provisions. I cannot pretend that this is a very exciting Bill, but at any rate it practises what it preaches and aims to destroy the litter which disfigures the statute book.
