My Lords, I beg to move that the First Report from the Select Committee on House of Lords Offices be agreed to.

2. Staff of the House

A report was received from the Sub-Committee.

The Committee authorised temporary pay supplements to Hansard Sub-Editors and Reporters and to Doorkeepers, Clerical Officers and Attendants.

3. Library

A report from the Library Sub-Committee for the year 1982 was laid before the Committee.

4. Retirement of the Clerk of the Parliaments

The Committee wish to record, on the occasion of his retirement, their deep gratitude for the assistance that they have received from Sir Peter Henderson during the nine years he has served as Clerk of the Parliaments and Accounting Officer for the House of Lords Vote.

5. Parliament Office

The Committee were informed that it was proposed that Mr. M. A. J. Wheeler-Booth on his appointment as Reading Clerk should assume the duties of Clerk of the Journals; that Mr. J. M. Davies should be appointed Principal Clerk, Overseas and European office and that Mr. M. G. Pownall, a Senior Clerk, should assume the duties of Establishment Officer and Secretary to the Chairman of Committees in the place of Mr. Davies.

The Committee authorised the temporary payment of a secretarial allowance to Mr. M. G. Pownall.

The Committee were also informed that Mr. D. R. Beamish had replaced Mr. Pownall as Secretary to the Leader of the House and Chief Whip.

6. Revised Scales of Pay and Allowances

The Committee approved revisions in salary and made provision for the payment of resettlement grants on termination of office for the Chairman and Principal Deputy Chairman of Committees.

The Committee also confirmed the application to staff of the House of Lords of the following Civil Service Memoranda:—

CM/600 Revised conditions of service affecting entitlement to overtime and subsistence.
CM/601 Revised rates of pay to grades up to the rank of Chief Clerk.
CM/602 Revised rates of London Weighting.
IM/83/3
CM/603 Revised responsibility allowances.
CM/604 Revised typing etc., proficiency payments.

7. Reporting staff

The Committee approved a revision in the scale of charges for typists supplied by Haynes Secretarial Services.

8. Doorkeepers

The Committee authorised a revision in the allowances payable to Doorkeepers for the provision and upkeep of items of dress clothes.

9. Parliamentary Delegations

The Committee approved a revised administrative guide for members of the United Kingdom delegation to European assemblies.

10. Television Documentary Films

The Committee agreed to allow the British Broadcasting Corporation to sell a short extract from the Nationwide television documentary films on the House of Lords.

11. Superannuation

The Committee were notified of the following awards:

  1. (i) Preserved pension and lump sum to Mrs. M. Andrew, Cataloguer, who resigned on 28th February 1983.
  2. (ii) Preserved pension and lump sum to Mr. S. H. Braham, Sub-Editor, who resigned on 30th November 1982.
  3. (iii) Pension and lump sum to Mrs. F. Dunn, Head Housemaid, on formal retirement from 8th June 1983.
  4. (iv) Revised Short Service Payment to Miss P. M. Dean, Clerical Officer, who resigned on 22nd October 1982.
