HL Deb 04 July 1983 vol 443 c440

Lord Boothby had given notice of his intention to ask the following Question:

To ask Her Majesty's Government whether they will consider reducing the excise duty on Scotch whisky.

Lord Shinwell

My Lords, in the absence of my noble friend Lord Boothby, may I be permitted to ask his Question?

Noble Lords

No.

Lord Shinwell

My Lords, I have not asked my noble friend because I have not had the opportunity, but I am sure that his absence is quite fortuitous.

The Lord President of the Council (Viscount Whitelaw)

My Lords, I understand that the noble Lord is not allowed permission.

Lord Shinwell

That is a shame, my Lords.
