My Lords, with the leave of the House, I should like to say something about the short debate this afternoon. In view of the comparatively smaller number of speakers than is usual, there may be no time problem. But possibly it would be to the advantage of the House if I were to remind speakers that if any noble Lords should speak for longer than the average time available per speaker, they would do so at the expense of later speakers in the debate.
