(6A) The functions of the managers of a hospital under this section shall he discharged on their behalf by a person on the staff of the hospital appointed by them for that purpose, and diffeerent persons may be appointed to discharge different functions.'

§ Lord TrefgarneMy Lords, with your Lordships' permission, I beg to move that this House doth agree with the Commons in their Amendments Nos. 43 to 49 en bloc. The provisions on patients' correspondence have been amended so that letters from special hospital patients can be withheld if they would be likely to cause distress or danger to the addressee or some other person. There will be a right of appeal to the Mental Health Act Commission—and that is important—by the patient or by anyone whose letter to a patient is withheld from him. I hope your Lordships' will see the merits of these proposals and agree with these amendments.
