The Minister of State, Ministry of Agriculture, Fisheries and Food (Earl Ferrers)My Lords, on behalf of my noble friend Lord Mansfield, I beg to introduce a Bill to amend the Mental Health (Scotland) Act 1960; to amend the Tenants' Rights, Etc. (Scotland) Act 1980 so as to extend to tenants of state hospital dwelling-houses the right to buy and the right to discount; and for connected purposes.
